### What Makes a Data Broker Non-Compliant?

A non-compliant data broker is one that repeatedly refuses to honor opt-out requests, deliberately makes the process unnecessarily difficult, or continues to republish your data after it has been removed.

Common behaviors include:

* Excessive verification requirements are designed to discourage opt-outs
* Ignoring or indefinitely delaying legitimate removal requests
* Automated opt-out portals that don't confirm results or provide evidence of removal
* Reposting deleted data - sometimes under a slightly different domain or brand name
* Refusing to follow applicable privacy laws

### Categories of Non-Compliant Brokers
